Both underwriters and FMCSA have ways to find and measure risky drivers. For FMCSA, they use a tool called SAFER that gives a brief snapshot of information that is pulled from various government databases. Since it is only a snapshot, it does not give the best picture of a carrier’s operations and inspection history.
